[ndbug] (meta) ndbug.in mailserver changes

hi folks,

In a week or two, we're going to be moving the NDBUG server to another
service provider. In anticipation of that, I've made some DNS/mail
server changes.

The move should be totally transparent to everyone, no loss of mail or
list data or connectivity to the website or anything like that
(hopefully).

I'll let everyone know when we do the final cutover, but if you see
anything wonky, just send me email directly.
