[ndbug] Digital Ocean Indian datacenter coming this summer

Just got an email from Digital Ocean. They are starting a datacenter in
Bangalore this summer. This is great news -- we will have a proper VPS
provider that can run BSD instances coming to the subcontinent soon.

As soon as it comes online, I will probably move the NDBUG server to it
-- we are currently in a DO droplet in Singapore.
