[ndbug] #bsdin move (freenode -> libera.chat)

hi all,

While NDBUG never had its own IRC channel, we've always hung out in
#bsdin on Freenode.

In case you've been living under a rock the last few weeks, you know
about the hostile takeover of the Freenode IRC network. Here's one of
many early stories about the debacle:

Pretty much all the volunteers who ran the Freenode servers have since
moved over to Libera Chat:

    https://libera.chat/

As expected, there's no one left in #bsdin on Freenode, everyone has
moved over to Libera. I've updated the website to refer to #bsdin on
Libera:

    https://ndbug.in/irc/

I just wanted to send this email out as a formality in the off-chance
anyone was wondering, or wandered into the old channel.
