[ndbug] Tor relays in India

I've been wary of setting up a relay node until now, but your email
prompted me to look into this, and I think I'll setup a middle relay.

Currently all of my servers are hosted outside India though, but I mean
to move ndbug.in to some site on the subcontinent. Suggestions for .in
hosting providers are welcome.
